Government Borrowing Programme for 2019

In 2019 the Government of the Republic of Lithuania plans to borrow approximately EUR 3.19 billion. The major share of funds is planned to be borrowed in foreign market by issuing Eurobonds in the amount of EUR 1.7 billion. It is also planned to borrow in domestic market by issuing Government securities in the amount of EUR 1.19 billion. Also EUR 0.3 billion is to be withdrawn under existing loans from IFIs. The Government expenditure in 2019 will additionally be financed from the accumulated balance of 2018 – approximately EUR 0.29 billion and repayments of funds lent in previous years – approximately EUR 0.01 billion.

The major share of the funds for 2019 will be allocated to accumulate EUR 1.3 billion for the redemption of Eurobond issue in the beginning of 2020. EUR 0.87 billion will be designated for the repayment of the debt – EUR 0.78 billion for domestic debt repayment and about EUR 0.09 billion for foreign debt repayment. Approximately 0.83 billion is planned for financing the general budget deficit, of which about EUR 0.76 billion is envisaged for financing the State budget deficit and EUR 0.07 billion for financing the EU funds imbalance. About EUR 0.21 billion is planned for other purposes.
Also, about EUR 0.26 billion will be allocated to ensure the government cash flows at the beginning of 2020.

It is projected that the general government debt at the end of 2019 will make up about EUR 17.5 billion, or 37.0 per cent of GDP.
