NGO Fund Steering Committee
The NGO Fund Steering Committee (NGO Fund SC) was created on 8 February 2011 (Order No. 1K- 053) for the issues concerning monitoring and implementation of the NGO Fund. NGO Fund SC supervises the general process of the implementation of the Block Grant as indicated in the Regulation of Work of the NGO Fund Steering Committee.
NGO Fund SC consists of:
- 2 members from MoF;
- 2 members from CPMA;
- representative from the Ministry of Social Security and Labour;
- representative from the Association of Local Authorities in Lithuania;
- 7 delegates from the National NGO coalition.
The 1st NGO Fund SC meeting was held on 8 March 2011. During this meeting the Regulation of Work of the NGO Fund Steering Committee was approved and decision for the further comments of the project of the Guidelines for the applicants (hereinafter - Guidelines) draft was accepted.
The 2nd NGO Fund SC meeting was held on 6 April 2011. During this meeting the decision about the sub-project application form and the project of the Guidelines draft was accepted.
On 27 May 2011 during the written procedure of the NGO Fund SC the project of the Guidelines for the applicants was confirmed.
On 2 December 2011 the Central Project Management Agency (hereinafter - CPMA) started the administrative compliance and eligibility check of the sub-project applications and completed this stage of assessment on 24 January 2012. The assessment was performed by 19 representatives of the CPMA and 1 external expert.
On 10 February 2012 the Evaluation Committee for value-for-money assessment of the sub-project applications was established by the Deputy Director of the CPMA (Order No. 2012/20-2-4). The composition of the Evaluation Committee is as follows: chairman, deputy chairman, secretary, 22 evaluators and 8 observers.
The 3rd NGO Fund SC meeting was held on 20 February 2012. During this meeting the Project Interim Report No. 1 and Annual Project Report No. 1 on the implementation of the NGO Fund was discussed and approved. The strategy for value-for-money assessment was also discussed (no specific remarks to this document were presented by the members of the committee). On 1 February 2012 the CPMA submitted to the NCU a preliminary report on administrative compliance and eligibility assessment of the sub-project applications, which was approved by the NGO Fund Steering Committee during the 3rd NGO Fund SC meeting on 20 February 2012.
On 22 February 2012 the 1st meeting of the Evaluation Committee was held during which the Rules of Procedure of the Evaluation Committee were approved and a strategy for value-for-money assessment was presented to the members of the Evaluation Committee.
The 4th NGO Fund Steering Committee meeting was held on 18 June 2012, however due to the lack of quorum no decisions regarding the value-for-money assessment report have been taken.
The 5th NGO Fund Steering Committee meeting was arranged on 4 July 2012. During this meeting the NGO Steering Committee approved the final report on administrative compliance and eligibility assessment of the sub-project applications and the preliminary value-for-money assessment report. According to the report 4 groups of the sub-project applications have been identified: 81 applications that are recommended to be financed from the NGO Fund, 67 applications included into the reserve list, 150 applications that are not recommended to be financed from the NGO Fund and 11 applications that are recommended to be re-assessed.
The 6th NGO Fund steering Committee meeting was held on 13 September 2012. During this meeting was approved: 1) the revised Regulation of Work of the NGO Fund Steering Committee, 2) the revised preliminary value-for-money assessment report and 3) the Project Interim Report No. 2.
On 20 December 2012 during the written procedure of the NGO Fund SC the Final value-for-money assessment report was confirmed.
