Collection of revenue of the State budget and municipal budgets in January-September
According to the data of the Ministry of Finance, in January-September 2026, the State budget and municipal budgets (excl. European Union and other financial support funds) received EUR 16,337.2 million or 8.6% (EUR 1,290.8 million) more than in the same period in 2025.
The collection of revenue for January-September 2026 corresponds to the period of economic activity carried out in December 2025 - August 2026.
The State budget received 8.4% (EUR 1,001.7 million) more than in the same period last year. In total, EUR 12,937.5 million was received in January-September, representing 74.7% of the approved annual revenue plan. Planned State budget revenue for 2026 makes up EUR 17,314.4 million.
Revenue from taxes received to the State budget amounted to EUR 12,188.2 million. This is EUR 1,130 million or 10.2% more than in January-September 2025.
Revenue generated from the value added tax (VAT) made up EUR 5,842 million. This is EUR 580.4 million (11%) more than in the same period in 2025. The growth was driven by an increase in domestic consumption in December 2025 - August 2026 compared to the same period a year ago, which led to an increase in the declared VAT obligation.
The State budget revenue from personal income tax (PIT) amounted to EUR 2,762 million. This is EUR 320.7 million (13.1%) more than in January-September 2025. In total, EUR 5 475.2 million was received from this tax into the State budget and municipal budgets, this is EUR 517.6 million (10.4%) more compared to the same period last year. The increase in revenue from PIT was driven by increasing payroll and growing obligation to pay PIT according to the annual PIT declarations for 2025.
Revenue for all excise goods in January-September this year was EUR 1,711.9 million – EUR 137.1 million (8.7%) more than in the same period in 2025. Revenue from excise duty on energy products was EUR 43.1 million higher than last year during the same period. Accordingly, revenue from excise duty on ethyl alcohol and alcoholic beverages was EUR 44.6 million higher and from excise duty on tobacco products EUR 33.2 million higher. Since 1 January 2026, non-alcoholic sweetened beverages have been subject to excise duty, generating excise revenue of EUR 27.3 million. Excise rates on diesel fuel and agricultural diesel reduced from 16 April for 2 months reduced revenue in May-July 2026.
Revenue from the corporate income tax made up EUR 1,499.8 million, this is EUR 88.5 million (6.3%) more than in 2025 due to higher advance corporate income tax payments stemming from the increased corporate income tax rate (from 16% to 17%) as of 1 January 2026. Despite a higher corporate tax rate, annual corporate tax contributions received were 5% less than a year ago due to a slowdown in the growth of taxable profits in 2025 and a higher share of the annual obligation paid in advance in 2025 than in previous periods. Also, revenue from the corporate income tax was reduced by the faster use of the corporate income tax relief for investments in technological renewal and, before the restrictions that came into force in 2026, increased takeover of losses from other companies of the group in 2025.
Other tax revenue to the State budget amounted to EUR 372.6 million, i.e. EUR 3.2 million (0.9%) more than in January-September 2025.
Other (non-tax) revenue, excluding European Union (EU) funds, received to the State budget amounted to EUR 749.3 million, this is EUR 128.3 million (14.6%) less than in January-September 2025. The decrease in other revenue was due to lower profit contributions from the Bank of Lithuania and revenue from road user and road use taxes on oversized and/or heavy vehicles which are no longer available to the State budget starting from this year (from the beginning of this year, the revenue from these taxes accrues to AB Via Lietuva).
