EUR 1 Billion Loan by the European Investment Bank for Implementation of EU Investment Projects in Lithuania

Today, the Board of Directors of the European Investment Bank (EIB) approved a EUR 1 billion loan to Lithuania. The loan is to ensure co-financing of projects financed under the Programme for the European Union (EU) Funds’ Investments 2021-2027.

"The loan by the European Investment Bank is an important step in ensuring the timely and efficient implementation of EU investment projects. EUR 7.5 billion will be invested within the framework of the Programme for the EU Funds’ Investments 2021-2027. These investments will strengthen the resilience of our economy, contribute to the strengthening of Lithuania's competitiveness and a better quality of life for people. For the Lithuanian part, co-financing will be ensured by this EIB loan. It is important that in an environment of increased borrowing costs, bank financing is long-term and provided under sufficiently favourable conditions," says Minister of Finance G. Skaistė.

The purpose of the loan by the European Investment Bank is to ensure general public financing in the implementation of the projects financed under the Programme for the EU Funds’ Investments 2021-2027. It also provides with a possibility to re-lend a share of the loan funds to applicants implementing projects (i.e. municipalities, state and municipal enterprises, public limited liability and private limited liability companies, part of the shares of which are owned by the state or municipality, public institutions, the founders of which are state and/or municipal authorities). 

The European Investment Bank has previously granted two loans of this type to Lithuania in order to ensure public co-financing for projects implemented under the EU Funds’ investment programmes: in 2007-2013 (EUR 1.132 billion) and in 2014-2020 (EUR 1.3 billion) periods.

More detailed information on the loan will be published by the Ministry of Finance when the loan agreement with the European Investment Bank is signed.
