Minister of Finance K. Vaitiekūnas: EUR 515 million of RRF funds will reach Lithuania at the beginning of next year

Lithuania received an assessment by the European Commission of the fourth Recovery and Resilience Facility (RRF) payment request submitted on 4 August. Under the payment request in the amount of EUR 598 million (EUR 515 million less advances), 40 milestones and targets of the plan were reported on, thus, EUR 515 million will reach Lithuania at the beginning of next year.

"Following the assessment of the payment request, the EC found that Lithuania had successfully reached 39 of the 40 reform and investment milestones and targets set out in the Council Implementing Decision for the third, fourth and fifth instalments of the grant", Minister of Finance Kristupas Vaitiekūnasstressed. 

According to the Minister, the payment request includes important stages of implementation of reforms and investments, which will lead to positive changes for Lithuanian residents and businesses in the areas of public finance, education, energy efficiency, research and health.

The payment request will still be considered in EU Council committees, and once endorsed, Lithuania is expected to receive the first EUR 445 million in January 2026.

In order to fully achieve the last milestone, decisions of the Seimas on amendments to the Law on the State Social Insurance currently under consideration are awaited. 

The Minister noted that, in order to ensure sufficient financial flows for the implementation of the RRF Plan projects and having made use of the flexible provisions of the RRF Regulation, Lithuania had not asked the European Commission to postpone the examination of the payment request.

"Since all the necessary actions for the achievement of the milestone and targets are being carried out in full, it is expected to be completed in November-December and immediately notified to the EC. We plan to submit the next payment request of EUR 388 million in December", K. Vaitiekūnasnoted.

The payment request will be submitted by Lithuania in December after reporting on the outstanding 5 milestones and targets under the loan instalment, which have now been reached. Overall, as of October, Lithuania has achieved 118 out of 216 milestones and targets (55%): 72 out of 78 reform actions and 46 out of 138 investments implemented. A total of 106 milestones and targets were reported on to the EC.
