Ministry of Finance continues strengthening ILTE – experts with extensive international experience became members of the Supervisory Board

Following the consistent implementation of the transformation of the National Development Bank ILTE, two new experts with significant international experience were elected to the Supervisory Board of the company. This will give ILTE more international credibility, higher standards of governance and allow to continue implementing the strategy of strengthening the company in a consistent manner.

This demonstrates our highly responsible approach to using ILTE's EUR 800 million capital and building trust. At this stage, we are appointing two very high-level experts with extensive international experience, whose involvement marks a qualitative breakthrough on the ILTE’s path towards an internationally recognised development bank”, Minister of Finance Kristupas Vaitiekūnas states.

Having presented the restructuring of ILTE last week, the Ministry of Finance, as a shareholder of ILTE, poses a very clear task for this institution: to mobilise and inject EUR 6 billion of investments into the Lithuanian economy within 4 years. It is envisaged that ILTE will operate in accordance with the supervisory requirements applicable to banks; the company's governance and management bodies are being changed. 

Ms Susan Marie Goeransson and Mr Thomas Bjorn Östros were appointed as new members of the Supervisory Board of ILTE.

After graduating in Economics and Public Administration from Uppsala University (Sweden), T. Östros was Vice-President of the European Investment Bank from 2020 to 2025, Executive Director for Northern Europe at the International Monetary Fund from 2016 to 2020, and Alternate Managing Director for Northern Europe at the International Monetary Fund from 2015 to 2016.

Prior to that, he held position as CEO of the Swedish Bankers’ Association for three years, and even before that, he was Vice-President of the Swedish Parliament. From 2006 to 2008, T. Östros was Minister for Industry and Trade of Sweden, from 2004 to 2006, Minister for Education and Science of Sweden, from 1998 to 2004, Minister for Fiscal Affairs of Sweden, Vice-Minister of Finance.

S. Goeransson, who holds a Master's degree in Public Policy from Harvard University (USA) and a Bachelor's degree in Urban Studies and World History from Northwestern University (USA), held various management positions at the European Bank for Reconstruction and Development (EBRD) for more than two decades between 1993 and 2024. In the last years (2019-2024), she was Director of Infrastructure for Europe; before that, she had been Director of Municipal and Environmental Infrastructure at the EBRD for three years. 

With extensive experience in managing and consulting international projects and organizations, S. Goeransson has worked for the U.S. Foreign Private Investment Corporation and the U.S. Securities and Exchange Commission.

The shareholder of ILTE is the State of Lithuania, which owns 100% of the shares of the company, and the rights and obligations of the shareholder are implemented by the Ministry of Finance.
