Ministry of Finance: Lithuania will receive a further EUR 464 million under the plan “Next Generation Lithuania”

Today, Lithuania will receive a payment of EUR 464 million from the European Commission for the fourth payment request submitted last August under the Recovery and Resilience Facility (RRF) plan “Next Generation Lithuania”. Minister of Finance Kristupas Vaitiekūnas emphasizes that in the first quarter of this year, in total, almost EUR 1 billion of funding will reach Lithuania aimed at boosting Lithuania's economic growth, structural reforms, investment in business, improving energy efficiency and other areas.

“We are consistently and rapidly implementing the plan “Next Generation Lithuania”, and last year we submitted even two payment requests to the EC, under which we will secure almost EUR 1 billion of European funding, which will promote positive changes in public finances, education, energy efficiency, health and other areas for Lithuanian population and businesses. This is an important message to the European Commission and international partners that Lithuania is a reliable user of RRF funds, investing in long-term economic growth and resilience”, K. Vaitiekūnas states.

The total amount of the fourth payment request was EUR 598 million (or EUR 515 million less advances) for 40 milestones and targets. The EC assessed that 39 milestones and targets have been fully achieved and one milestone and target has been partially achieved, resulting in a disbursement of EUR 464 million to Lithuania in the first instalment. 

Lithuania already submitted information and supporting documents to the European Commission on 8 January that the last indicator has been fully achieved, so we expect to receive a payment of EUR 51 million for this part after the regular evaluation in the committees of the European Commission and the Council of the EU.

K. Vaitiekūnas stresses that, in order to ensure sufficient financial flows for the implementation of the RRF Plan projects and having made use of the flexible provisions of the RRF Regulation, Lithuania did not request the European Commission to postpone the examination of the payment request, therefore, the funds of the fourth payment request are paid to Lithuania in instalments.

On 8 December last year, Lithuania also submitted the fifth payment request, which includes 5 milestones and targets under the loan tranche. The total amount of the fifth payment request is EUR 387.9 million, or EUR 360 million after deduction of the advance.

The EC usually submits its assessment of the payment request within two months, and the examination of the payment request in the committees of the Council of the EU takes about another month, so the funds for the fifth payment request are expected in spring. 

By September 2026, when Lithuania's final payment request will be submitted, it is still planned to submit one payment request in March.
