Ministry of Finance prepared procedure for faster implementation of military and civilian infrastructure projects

The Government approved the procedure prepared by the Ministry of Finance, which will allow faster and more efficient implementation of infrastructure projects important for defence or civil protection. The new procedure provides that Turto bankas AB will be able to assist ministries in implementing complex military and civilian infrastructure projects by organising and coordinating processes and ensuring more efficient management thereof. It is planned that the clients of Turto bankas AB will be the Ministry of National Defence and the Ministry of Health.

"These arrangements will facilitate the smooth implementation of military and civilian infrastructure projects of national interest by the institutions. Experience of Turto Bankas in managing real estate and infrastructure projects will help to prepare projects faster, ensure clearer financing planning and more efficient project management. The sooner such projects move, the stronger our national defence and civil protection will become," Minister of Finance Taurimas Valys states.

According to the approved procedure, Turto bankas AB will act as a project partner. Ministries will be able to contact Turto Bankas AB with a proposal to contribute to the development of an important specific military or civilian infrastructure project. Institutions will have to provide Turto bankas AB with information about planned activities, project deadlines, financing and activities that would require participation of Turto bankas AB.

The agreements will specify the nature of the contribution by Turto bankas AB to the execution of procurements, the organisation of design and construction works, the administration of outsourcing tenders or the performance of other functions. This will be remunerated in accordance with the contract.
