Ministry of Finance proposes accelerating private-sector defense industry projects: the status of a project of national importance would open a "green corridor"

The Government approved amendments to the Strategic Management Methodology, prepared by the Ministry of Finance, which would enable private-sector defense and security industry projects to obtain the status of a project of national importance. This would allow for the faster implementation of strategically important private-sector investments by applying simplified spatial planning and other administrative procedures.

"Today, it is important for Lithuania not only to attract investment into the defense industry but also to ensure that such investment turns into actual production capacities as quickly as possible. Therefore, we propose creating conditions that allow strategically important private-sector defense and security industry projects to navigate administrative processes more rapidly and commence operations sooner," Minister of Finance Taurimas Valys says.

Under the proposed model, the status of a project of national importance could be granted to projects that have already been designated as defense and security industry projects or as projects for the development of defense and security industry product manufacturing. The decision to grant such status would be made by the Government after evaluating the justification provided by the Ministry of the Economy and Innovation and the Ministry of National Defense regarding the need for such status for the projects in question.

Designation as a project of national importance would open up a so-called "green corridor", a set of streamlined procedures for the preparation, coordination, amendment, adjustment, review, approval, validity, public disclosure, and dispute resolution regarding territorial planning documents. This would significantly shorten project implementation timelines and reduce the administrative burden on investors.

Currently, such procedural facilitations are available for large-scale investment projects. However, a significant number of defense industry projects—despite their importance to national security—do not have access to these mechanisms. The amendments proposed by the Ministry of Finance would ensure that defense industry investors could more quickly implement smaller-scale projects of national importance.

The new regulation is expected to accelerate investment in the development and production of defense technology, strengthen the competitiveness and resilience of Lithuania’s defense industry, and help establish new domestic production capabilities. This is particularly important given the growing demand for defense products in Europe and the aim of reducing reliance on external suppliers.
