Presentation of the new team of Minister of Finance G. Skaistė

Vice-Ministers Rūta Bilkštytė and Vaida Česnulevičiūtė start their duties at the Ministry of Finance, as of January 1 – Vice Ministers Mindaugas Liutvinskas and Gediminas Norkūnas.

I am proud to be able to present the experts in my field who join the Ministry of Finance. I have no doubt that the wide range of competences of this team will contribute to the efficient and smooth development and implementation of the Ministry’s financial policy“, said Minister of Finance Gintarė Skaistė.

Vice-Minister Gediminas Norkūnas will be responsible for the management of the Public Finance System Management Group, budget, State Treasury and management of state assets from the New Year’s office starting from the new year. Until now Mr. G. Norkūnas worked  for the Ministry of Finance for a long time in the State Treasury Department, he represented the Ministry in the field of Investment and Business Guarantees in the Board of Directors and Energy of Lithuania (Ignitis) on the Supervisory Board. He has recently worked for an international Lithuanian capital company involved in financing of renewable energy projects and treasury management.

Vice-Minister Rūta Bilkštytė, who has more than 30 years of experience in the field of taxation, will focus on tax policy, reporting, audit, asset valuation and insolvency policy issues, as well as the Internal Audit and Control Methodology Group. Until now, Ms. R. Bilkštytė worked for the State Tax Inspectorate (STI) and established and for a long time was the head of the Tax Department of the international company. Recently, Ms. R. Bilkštytė has served as the Headof the Lithuanian Association of Tax Consultants, also advised foreign investors, domestic businesses and residents on tax matters.

By the order of the Minister of Finance, Vice Minister Mindaugas Liutvinskas will be responsible for financial policy, European Union (EU) and international relations. Before taking office as Vice Minister, Mr. M. Liutvinskas worked for the Bank of Lithuania as the Head of the Economic Policy Analysis Division of the International Relations Department and was responsible for the EU and international financial institutions. Before joining the Bank of Lithuania, Mr. M. Liutvinskas worked in the Seimas of the Republic of Lithuania in the team of Mr. G. Landsbergis.

Vice-Minister Vaida Česnulevičiūtė will be mentoring the investment and financial market policy issues. She has recently worked as an advisor to the President of the Republic of Lithuania for economics and innovations. Ms. V. Česnulevičiūtė has worked for more than 10 years in the field of business, economy and finance, in Lithuania, London, Brussels and Frankfurt. She worked in the field of public investment and international support at the office of the Financial Mechanism in Brussels. Later, she worked for the Bank of Lithuania to introduce where she participated in the establishment a banking resolution system in Lithuania to prevent chaotic bank collapses. Also, Ms. V. Česnulevičiūtė underwent a traineeship at the European Central Bank.

The following advisors  to Minister G. Skaistė will also start their work at the Ministry of Finance: Mr. Darius Sadeckas, who worked for the Ministry of Finance in 19 years and served as Vice Minister of Finance in 2016-2020, also the National Development Institutions (NDA) Project Manager, Fintech Consultant, and Mr. Gytis Žakevičius, Project Manager of Invest Lithuania Programme, and Advisor for Public Relations Hermantė Brandišauskaitė, who worked for five years the communication team of the Seimas in the Homeland Union-Lithuanian Christian Democrats (TS-LKD) Group.

After the statutory inspection procedures are completed, Chancellor of the Ministry of Finance Remigijus Skilandis will start his work. An experienced professional has served as Deputy Director of Kaunas City Municipality Administration, former Director of Kaunas City Development Department, Deputy Head of Economics Division for Asset Management.
