Proposals by the Ministry of Finance will facilitate the conditions for small and medium-sized enterprises to attract funds and investors

The Government approved the proposals prepared by the Ministry of Finance, which allow companies, especially small and medium-sized ones, to become more visible to investors by providing easier access to their financial and sustainability information.

“We are enshrining the functioning of the European Single Access Point (ESAP) in national law, which will improve business conditions and access to finance for small and medium-sized enterprises. In one place, companies’ financial data, reports and other documents will increase transparency and reduce information asymmetries, benefitting both businesses and small and medium-sized investors, who will be able to assess investment opportunities more easily”, Minister of Finance Kristupas Vaitiekūnas says.

Amendments to the Law on Markets in Financial Instruments and related laws will enable small and medium-sized enterprises to be more visible to investors across the EU by providing their data on a single European information platform. And potential investors, in turn, will see more data on the businesses they are interested in in one place.

 An important change is also the increase in the threshold for companies issuing securities to draw up a prospectus (from EUR 8 million to EUR 12 million), which will increase the viability of the domestic capital market and access to capital for small and medium-sized businesses. 

Given the increasing complexity of borrowing opportunities for small and medium-sized enterprises, raising funds through securities issues would be a positive alternative and would have a positive impact on the Lithuanian capital market and business environment.

The changes prepared by the Ministry of Finance will also increase transparency and data availability in the financial instruments market and simplify listing rules. 

At the same time, it reduces the administrative burden on smaller businesses, makes them more competitive and provides potential investors with safer access to the information they are interested in.
