Small and medium-sized enterprises – opportunities to attract funds and investors more easily

The Ministry of Finance has submitted proposals to the Seimas for consideration, which, if approved by parliamentarians, will improve business conditions for small and medium-sized enterprises. Financial and sustainability information about companies will be provided on a single European information platform, and potential investors, in turn, will see more data about businesses of interest to them in one place. This will enable small businesses to become more visible to investors or to gain easier access to finance.

“We are constantly concerned about improving business conditions, increasing the competitiveness and resilience of the country’s economy, and the operation of the European Single Access Point (ESAP) enshrined in national law will be beneficial to both small businesses and small and medium-sized investors, who, seeing all the relevant data in one place, will be able to more easily assess investment opportunities,” Minister of Finance Kristupas Vaitiekūnas says.

Another important change is that amendments to the Law on Markets in Financial Instruments and related laws will allow raising the threshold from which companies issuing securities must prepare a prospectus (the threshold increases from EUR 8 million to EUR 12 million) – this will increase the viability of the country’s capital market and access to capital for small and medium-sized businesses.

Given the increasingly difficult borrowing opportunities for small and medium-sized enterprises, raising funds through securities issues would be a positive alternative and would have a positive impact on the Lithuanian capital market and business environment.

The amendments prepared by the Ministry of Finance will also increase the transparency of the financial market and the availability of data, simplify the rules for including companies in stock exchange lists.

At the same time, this reduces the administrative burden for smaller businesses, increases their competitiveness, and ensures not only more convenient but also safer access to information of interest to potential investors.
