The formation of the political team of the Ministry of Finance has been completed
The formation of the political team of Minister of Finance Taurimas Valys was completed on Wednesday. It consists of four Vice-Ministers, the Chancellor of the Ministry and two Advisers to the Minister. Some of the members of the management continue their work at the Ministry of Finance, and professionals from the fields of finance, public administration, project management and communication have joined them.
Mr. Januš Kizenevič continues his work in the management of the Ministry of Finance as Vice-Minister of Finance. He will continue to be responsible for the European Union and international relations, as well as financial and capital markets.
Mr. J. Kizenevič has over 14 years of international experience in finance, risk management and law. Prior to joining the Ministry of Finance, he served as Senior Vice President of Citibank (Member of Citigroup) in London, where he was responsible for risk management of new investment products and services in the region of Europe, Middle East and Africa.
In the past, Mr. J. Kizenevič accumulated professional experience in banks in Poland and in the field of law in Lithuania. The Vice-Minister has completed law studies at Vilnius University and finance and accounting studies at Warsaw School of Economics. He aslo undertook internship at Cambridge University, Stanford Business School and Jogaila University.
Vice-Minister of Finance Kęstutis Kvaraciejus will be responsible for tax policy, public assets management and audit, and he will be in charge of the Internal Audit and Control Methodology Group. Mr. K. Kvaraciejus is an expert in strategic management of organizational processes with more than 20 years of professional experience in the public and private sectors. Prior to his appointment as Vice-Minister, he served as Chancellor of the Ministry of Finance, and previously as an Advisor to the Minister of Finance.
Previously, Mr. K. Kvaraciejus worked as an internal auditor at Klaipėdos paslaugos UAB, where he held management positions in private companies, and also lectured at the College of Applied Sciences, Department of Strategic Management. Mr. K. Kvaraciejus holds Master's degrees in Strategic Management of the Public Sector and Bachelor's degrees in Law and Police Activities from Mykolas Romeris University.
Vice-Minister of Finance Rūta Carik will be responsible for the European Union's investment and accountability, audit, asset valuation and insolvency areas. She has many years of experience in public administration, European Union’s investment and project management. Prior to her appointment as Vice-Minister, Ms. R. Carik worked as Head of the Social Dialogue Unit at the Ministry of Social Security and Labour and spent most of her professional career at the PI Central Project Management Agency, where she managed projects financed by the European Union funds, advised project promoters, took care of reviewing the latest legislation, etc. She is also a member of the Vilnius District Municipal Council.
Ms. R. Carik has acquired Bachelor's and Master's degrees in Social Work from Mykolas Romeris University, she has also completed 4 courses in accounting programme at Vilnius College and various courses and modules at Ghent University (Belgium) and Copenhagen University (Denmark).
Vice-Minister of Finance Lineta Jakimavičienė will be responsible for budgetary, State Treasury, financial policy issues and will be in charge of the Public Finance System Management Group. Ms. L. Jakimavičienė developed her professional career in the fields of economics, public administration and strategic planning. For the most part, she worked in Jonava District Municipality, where she was responsible for strategic planning, budgeting and execution of the municipality, attracting investments and financing and administration of education, social policy and other areas. Ms. L. Jakimavičienė also worked for the Ministry of the Economy and Innovation, where she held the position of Senior Adviser and Adviser to the Minister, taking care of the planning and monitoring of the European Union’s investment in business, as well as the development policy of free economic zones and industrial parks. Ms. L. Jakimavičienė holds Bachelor's and Master's degrees in Economics from Vytautas Magnus University.
Chancellor of the Ministry of Finance Ingrida Ragaišienė has more than 20 years of experience in financial management, public administration and information technology. During her professional career, she was responsible for implementing IT solutions, managing the service quality and teams, planning of the activities of organizations, improvement of processes and risk management. Previously, she worked for the State Tax Inspectorate, where she coordinated the processes of tax accounting and tax arrears administration, also managed the companies operating in the fields of business consulting and commerce and, before that, the public sector Services Consulting Unit in the international technology company.
Ms. I. Ragaišienė holds a Bachelor's degree in Law and a Master's degree in Financial Law from Mykolas Romeris University and is currently studying for a Master's degree in Social Work at the same university. The Chancellor will be responsible for the Departments of Law, Operational Management, Information Technology and Document Management of the Ministry, as well as the Divisions of Personnel Management and Public Investment and Project Evaluation, also for the Accounting Information SystemsStrategy Management Group.
Adviser to the Minister for communication and public relations Ms. Jolanta Butkevičienė has over 30 years of professional experience in communication, strategic management, public policy, international cooperation and law-making. She started her career as a political analyst, then for more than 15 years she headed one of the largest Lithuanian television news services (TV3), worked as a TV presenter and producer at LRT television. Later, she continued her professional activities in the civil service as an Advisor to the Minister of Agriculture and worked in the municipal and non-governmental sector, leading strategic development, international cooperation and communication activities.
During her professional career, Ms. J. Butkevičienė represented organisations at national and international level, participated in negotiations with state institutions, social partners and European Union organisations. She has received an education in journalism from Vilnius University.
Adviser Julius Janulevičius will continue his work at the Ministry of Finance. He will be responsible for inter-institutional cooperation: will represent the Ministry of Finance in the activities of various commissions and working groups, Government meetings, Parliamentary committees, as well as Lithuanian and foreign institutions.
He has gained professional experience in youth policy, international cooperation and project management, working in national youth organisations and representing their interests in Lithuania and on international arena. Mr. J. Janulevičius has graduated from Vilnius University Institute of International Relations and Political Science (IIRPS) and where he is currently continuing his studies for a Master's degree in Politics and Media.
