Government Borrowing Programme for 2026
In 2026, the Government of the Republic of Lithuania plans to borrow approximately EUR 10.9 billion. The largest share of funds is planned to be borrowed in international markets by issuing Eurobonds in the amount of EUR 4.5 billion. A total of EUR 2.8 billion will be borrowed through auctions of Government Securities (registered in Lithuania and abroad) and by issuing Government Savings Notes in the retail market. It is also planned to borrow about EUR 3.6 billion from international financial institutions and the European Commission. To manage the State budget flows, the Government of the Republic of Lithuania might issue T-bills.
Government Borrowing Plans for 2026

Approximately 6.4 billion is planned for financing the general budget deficit. EUR 3.8 billion will be designated for the repayment of the debt. About EUR 0.3 billion is planned for providing State on-lent loans to other legal entities.
Borrowed Funds Requirement for 2026

It is projected that the general government debt at the end of 2026 will make up about EUR 40 billion, or 45.4 per cent of the projected GDP of 2026.
