Fraudsters Offer to Purchase Fake Securities of the Government of the Republic of Lithuania

The Ministry of Finance warns that criminals posing falsely as licensed intermediaries offer to purchase fake securities of the Government of the Republic of Lithuania (GS). We urge you to be careful and vigilant when assessing proposals to invest in GS.

When assessing the opportunity to invest, we recommend taking note of a few things:
•    GS of the Republic of Lithuania are issued in a dematerialised form — GS are registered in the depositaries of the Republic of Lithuania or foreign depositories and recorded in the general and personal securities accounts, and paper certificates are not issued.
•    GS issues of the Republic of Lithuania may be distributed or traded on secondary market only by financial institutions that have a licence to provide financial services. While in your country you may select licensed financial intermediaries on the website of the Financial Markets Supervisory Authority.
•    The lists of GS issues of the Republic of Lithuania, including Eurobonds, are published on the website of the Ministry of Finance. While the list of outstanding GS registered in Lithuania you may find here, GS issues (Eurobonds) registered abroad – here
•    Please note that each GS issue has its own ISIN code, which you may check on the aforementioned websites.
•    If you have any suspicion of proposals to invest in GS, please contact the financial institution serving you or the State Treasury Department of the Ministry of Finance by e-mail [email protected].
•    If you encountered with criminals trading fake debt securities, please contact law enforcement authorities (police or financial crime investigation service) in your country as soon as possible, giving all available information.

We also give you a sample of how a false promissory note of Lithuania distributed by criminals might look like:
