Law on State Debt of the Republic of Lithuania No. I–1508regulates borrowing by the Government of the Republic of Lithuania on behalf of the State, management of liabilities assumed on behalf of the State when borrowing, granting the State guarantees as well as the relations related to the claim right of the State to the State borrowers and borrowers, the fulfilment of whose debt liabilities is guaranteed by the State.
Stability Programme of Lithuania for 2023 surveys recent economic developments in Lithuania, presents monetary and budgetary policy plans for medium term, assesses risk factors, informs about national quality criteria for general government finances and present Lithuania’s preparation to overcome aging society consequences, also reviews structural reforms having a huge impact on government finances. The Government adheres to the limits set in the Programme when borowing and managing its debt liabilities.
1. Organization, accounting, redemption and interest payment regarding primary and secondary circulation of the issued Republic of Lithuania Government securities;
2. Taking loans on behalf of the State, signature of other binding debt instruments and other documents related to the Government borrowing on behalf of the State.
Rules for Granting Loans On-Lent by the State and State Guarantees, Repayment of the On-Lent Loans and Administration of the State Guarantees approved by Resolution of the Government of the Republic of Lithuania No. 667 of 4 June 2001 regulate administrative procedures for granting loans on-lent by the State, State guarantees, except for the State guarantees to creditors on loans received by the banks or financial liabilities assumed otherwise for bank stability and reliability enhancement under the Republic of Lithuania Law on Financial Stability, and the State guarantees to creditors on State-sponsored loans provided for in the Republic of Lithuania Law on Science and Studies, as well as for the repayment of the on-lent loans and administration of the State guarantees. Requirements for Auction Participants approved by the Minister of Finance of the Republic of Lithuania under Order No 1K-417 of 7 December 2012 (as amended) set the rights and obligations of the Lithuanian Government securities' auction participants.
