2021-2028 period

On 7 December 2023 and 12 September 2024, Agreements and Memoranda of Understanding were signed between the donor countries – Iceland, Liechtenstein and Norway – and the European Union concerning the 2021–2028 EEA and Norway Grants. These Grants represent the contribution of Iceland, the Principality of Liechtenstein and the Kingdom of Norway towards reducing economic and social disparities and strengthening bilateral relations with 15 EU Member States in Central and Southern Europe and the Baltic States. The agreements establish the key principles for the planning and implementation of investments under the EEA and Norway Grants, as well as the allocation amounts for the beneficiary countries. The total allocation under these mechanisms for the 15 EU countries amounts to EUR 3.085 billion. The eligibility period for expenditure runs until April 2031.

The Agreements for the 2021–2028 period establish three main thematic funding priorities: 1. Green Transition; 2. Democracy, Rule of Law and Human Rights 3. Social Inclusion and Resilience. These priorities are further divided into the following areas, as set out in the annexes to the Agreements: 1. Green Transition 2.Greening of Business and Innovation 3.Research and Innovation 4. Education, Training and Youth Employment 5. Culture; 6. Local Development, Good Governance and Inclusion 7. Roma Inclusion and Empowerment 8. Public Health 9. Disaster Prevention and Preparedness 10. Justice Sector, including Domestic Violence, Gender-Based Violence, Access to Legal Services and Justice, Correctional Services, and Serious and Organised Crime 11. Asylum, Migration and Integration; 12Institutional Cooperation and Capacity Building.

In February 2025, the regulations governing the implementation of the EEA and Norway Grants were published, together with the Blue Book for the 2021–2028 period, which defines the potential programme areas and eligible funding and serves as the basis for negotiations between the donor countries and beneficiary countries.

During the 2021–2028 period, Lithuania will receive EUR 117.85 million in EEA and Norway Grants to implement various projects in the country until 2031.

On 11 June 2025, a meeting was held with representatives of the donor countries to discuss the areas to be financed under the new financial period of the EEA and Norway Grants. During the meeting, the proposed priorities of Lithuania, which had been approved by the Government of the Republic of Lithuania, were supported. These priorities are: Strengthening and Development of Civil Protection (corresponding to Priority Area 9. “Disaster Prevention and Preparedness identified in the Blue Book) and Development of the Justice System (corresponding to Priority Areas 11. "Access to Justice”, and 12. “Correctional System”, identified in the Blue Book).

On 2 December 2025, the Memoranda of Understanding for the EEA and Norway Grants were signed.
