Main focus of the programme:
- Increased and strengthened cooperation between municipalities and regional authorities in Lithuania and Norway;
- Capacity-building and exchange of experience in the management of state owned enterprises;
- Cooperation on a climate-change inventory;
- Cooperation and capacity building with regard to domestic and gender-based violence.
