In 2025, Lithuania will receive almost EUR 2.5 billion from the EU budget

On 16 November, the European Parliament (EP) and the Council of the European Union (EU) reached an agreement on the 2025 EU budget, which is a part of the EU Multiannual Financial Framework for 2021-2027. The total EU budget commitments will reach EUR 199.44 billion, and payments – EUR 155.21 billion. Lithuania should receive about EUR 2.49 billion from the EU budget next year. 

In the 2025 EU budget, the largest share of funding is allocated to traditional policy areas - Cohesion Policy (EUR 66.4 billion) and Common Agricultural Policy (EUR 56.7 billion). Great attention is planned to be given to programmes that contribute to the EU's single market, innovation, digital transition, connectivity, transport and energy sectors (EUR 21.5 billion), activities in the areas of the EU's neighbourhood and external actions (EUR 16.3 billion), as well as in the areas of migration and border management (EUR 4.8 billion) and security (EUR 2.6 billion).

Minister of Finance G. Skaistė welcomed the final agreement between the EP and the Council, which reflects Lithuania's most important priorities:

"In this year's negotiations, it was important for Lithuania to secure not only sufficient appropriations in the field of Cohesion Policy and Agriculture, but also to provide additional funding for humanitarian aid to Ukraine. We also succeeded in reaching agreement on more funds for external border management and military mobility, which are extremely important in this geopolitical reality. In total, Lithuania will receive almost EUR 2.5 billion from the EU budget next year, this is almost four times more than our contribution", G. Skaistė stated.

In the final agreement of the Council of the EU and the EP, an additional EUR 3 billion of Cohesion Policy payment appropriations were added to the budget reserve, which will be paid this autumn to the states affected by floods and fires. Also, compared to the draft EU budget presented by the European Commission, it was agreed to allocate additional funding to certain programmes, using savings from the implementation of the 2024 EU budget: +EUR 50 million for humanitarian aid, +EUR 25 million for Horizon Europe, +EUR 10 million for the Integrated Border Management Fund, +6 EUR million for military mobility, +EUR 8 million for RescEU, the EU civil protection mechanism, etc.

In 2025, Lithuania should receive about EUR 2.49 billion from the EU budget. The largest amount of EU funds is planned to be received from Cohesion Policy Funds - about EUR 1.06 billion, Common Agricultural Policy Funds - about EUR 0.96 billion, Connecting Europe Facility - about EUR 0.21 billion, EUR 90.2 million is planned for Ignalina NPP decommissioning programme. Lithuania's contribution to the EU budget should reach EUR 685.9 million.
