K. Vaitiekūnas: successful implementation of the RRF plan strengthened Lithuania’s credibility
Lithuania submitted to the European Commission (EC) the fifth payment request, and the second over this half of the year, under the Recovery and Resilience Facility (RRF) plan ‘Next Generation Lithuania’. The value of this payment request is EUR 388 million and will include the reporting on further 5 indicators (in total 111 indicators will be reported).
According to Minister of Finance Kristupas Vaitiekūnas, this year has undoubtedly become a year of success in implementing the plan ‘Next Generation Lithuania’. Two payment requests for almost EUR 1 billion (almost EUR 900 million after deduction of advance payments) were submitted over the last half of the year.
“A rapid implementation of the plan ‘Next Generation Lithuania’ allowed the Ministry of Finance to submit even two payment requests and within half of the year to secure the RRF funding of almost EUR 1 billion for Lithuania’s economic growth, structural reforms, investment in business, energy efficiency and green transformation. This is an important signal to the European Commission and international partners that Lithuania is a reliable user of RRF funds making targeted investment in long-term growth and resilience”, K. Vaitiekūnas stressed.
With a view to improving the availability of finance for business in Lithuania, the payment request reports for the indicator on the approval of ILTE’s investment policy which governs the principles and procedure for the use of own funds of the National Development Bank (NDB) ILTE for promotional financial instruments. Investment in the share capital of the NDB will allow strengthening the NDB's potential to raise funds from private and international investors for the financing and development of its activities. Four indicators, covering the loans to enterprises to promote private and public investment in energy efficiency and renewable energy, as well as to finance green and high value-added technologies, thus contributing to the competitiveness of the industrial, defence and security sectors, are also reported.
The European Commission is expected to issue its decision on the fifth request in February, and payments will reach Lithuania in spring.
Currently, four payment requests are submitted to the EC. After receipt of a positive assessment of the fourth payment request last month, Lithuania will receive EUR 464 million in January 2026.
