Lithuania reallocates EUR 618 million of European Union investment to defence and resilience-building activities

The European Commission has approved Lithuania's decision to reallocate EUR 618.4 million – about 10% of the total funds under the EU Funds' Investment Programme for 2021-2027 – to new priorities for defence, resilience, military mobility, critical and dual-use infrastructure and other key areas. In the near future, Lithuania will receive about EUR 700 million in one-off pre-financing funds, which will help to respond more quickly to new priorities and ensure their prompt implementation in the changing security environment.

"Lithuania, as an EU eastern border state, faces exceptional economic, social, security and resilience challenges due to its neighbourhood with the aggressor countries. I am therefore delighted that the EC took these circumstances into account and supported our decision to reallocate funds from the EU investment programme to seven new priorities aimed at strengthening national security, resilience and preparedness to respond effectively to external threats," Minister of Finance Kristupas Vaitiekūnas says.

EUR 92.1 million has been earmarked for strengthening the defence and security industry. The priority will be implemented by supporting companies' R&D activities, creating and modernising testing infrastructure, promoting cooperation between the public and private sectors and developing and testing new technological solutions for defence.

EUR 89.2 million is foreseen for the protection of drinking water supply infrastructure and the strengthening of the resilience of energy infrastructure. EUR 166.4 million is planned for military mobility activities through the establishment of dual-use transport infrastructure.

Another important investment strand is strengthening of the defence infrastructure resilience and civil preparedness. It is planned to investEUR 142.3 million in the development of modern health care infrastructure in line with modern standards, including underground and dual-use infrastructure, as well as in strengthening the population warning infrastructure, preparedness for hybrid attacks, the development of a network of shelters, etc.

EUR 14.9 million is foreseen for the promotion of civil preparedness skills and EUR 54.9 million for the social housing development priority. The reallocations also include the Strategic Technologies for Europe Platform (STEP) priority previously included in the Investment Programme, amounting to EUR 58.6 million.

This reallocation responds to Lithuania’s need as an EU eastern border state to strengthen national security, resilience and preparedness to respond effectively to external threats, and also contributes to achieving the strategic objectives of the EU’s security and defence policy, promoting civilian preparedness skills and increasing the accessibility of social housing.
