Ministry of Finance proposes denunciation of the Lithuanian Customs Cooperation Agreements with russia and Belarus

Today, the Government approved draft legislation prepared by the Ministry of Finance on the denunciation of the Lithuanian Customs Cooperation Agreements with russia and Belarus, which were concluded before the start of russia’s large-scale military aggression against Ukraine.

“Given the ongoing unprecedented military aggression of russia and its accomplice Belarus against Ukraine and the gross violation of international law, as well as the fact that in practice cross-border trade and economic cooperation is completely suspended and impossible with these aggressors, it is appropriate to denounce the agreements,” Minister of Finance Gintarė Skaistė states. 

Since the beginning of russia’s military aggression against Ukraine, the Lithuanian customs authorities have virtually no cooperation or exchange of information with the russian and Belarusian customs services. The bilateral agreements on cooperation and mutual assistance in customs matters concluded by the Government before Lithuania’s accession to the European Union also have no greater practical value, as cooperation in the area of the customs union acquis falls under the exclusive competence of the EU. 

In accordance with the agreements with russia and Belarus, each party may terminate these agreements by transmitting a note to the other through diplomatic channels. In such cases, these agreements would expire 6 months after the date of receipt of such note by the other party.
