Programs

During bilateral negotiations with the donor countries on the conclusion of Memoranda of Understanding, six programmes were agreed, taking into account Lithuania’s needs, other investments, the donor countries’ cooperation priorities and available opportunities.

The objective of the “Health” programme was to strengthen prevention and reduce health inequalities. To this end, projects were implemented in two areas: strengthening community-based mental health services and improving the well-being of children and young people (69 projects in total, amounting to €15.74 million). The projects aimed to ensure that children and young people have access to support in addressing social, psychological and other health-related issues, improve the social integration of children and young people with behavioural disorders or a tendency towards criminal behaviour, and develop emotional counselling services.

The objective of the “Culture” programme was to strengthen social and economic development through cultural cooperation, cultural entrepreneurship and cultural heritage management. To this end, projects were implemented in three areas: increasing access to culture, improving cultural heritage management and promoting cultural entrepreneurship. A total of 16 projects were implemented, with total funding of €6.73 million.

The objective of the “Environment, Energy and Climate Change” programme was to improve the environmental condition of ecosystems and reduce the negative impact of pollution and other human activities. To this end, 7 projects (€14.12 million) were implemented in five areas: management of the ecological condition of ecosystems, nuclear energy decommissioning, energy efficiency, climate change adaptation, and early warning of nuclear hazards.

The objective of the “Justice and Home Affairs” programme was to strengthen the rule of law. A total of 5 projects (€35.75 million) were implemented in four areas: improving the corrections system; increasing the effectiveness and efficiency of the judicial system and the prosecution service; enhancing law enforcement effectiveness in combating crime; and strengthening the system for the prevention of and response to domestic and gender-based violence.

he objective of the “Business Development, Innovation and SMEs” programme was to promote the creation of higher value-added products and sustainable economic growth. Funding for 26 projects (€13.3 million) enabled companies to maintain and expand their innovation activities, increase their competitive advantage, expand their markets and export reach, and create highly skilled jobs in the fields of green industrial innovation and information and communications technologies (ICT), through R&D activities (for the development of new products and technologies) and the adoption of innovative technologies.

As a result, 20 environmentally friendly and ICT products or technologies were developed, including, for example, green energy generation and storage solutions for electric transport; an automated, low-emission façade system integrated with building management systems; a real-time system for inspecting defects in PET preforms based on machine vision and AI technologies; insulating acoustic panels made from recycled polyurethane, plastic and rubber waste; a smart lending platform for businesses and individuals that analyses lenders and borrowers and provides the best options; a touchless holographic image display interface designed to replace conventional touchscreens currently used on the market; and a real-time autonomous data collection platform.
