A report on the implementation of the National Progress Plan has been presented to the Government
The Ministry of Finance presented to the Government a report on the implementation of the National Progress Plan (NPP) for 2023. The report gives an overview of the NPP implementation progress, identifies problems, potential risks to the speed of investment and achievement of indicators, also presents proposals in this regard.
The presentation indicates that almost all (27 out of 28 planned) development programmes for 2021-2030 in the amount of EUR 24.3 billion have been approved. EUR 15.4 billion of funding has already been planned in the approved measures. In total, the investment made from the beginning of the implementation of the progress measures till the end of 2023 makes up EUR 1.4 billion or 10 % of funding allocated in the progress measures.
The amount of contracts signed makes up EUR 4 billion of the planned allocated funding, where EUR 1.4 billion of allocated funding has already been paid out. In 2023, the major share of progress funds has been invested in communication and energy areas.
During the implementation of the progress measures, a third of investment used in 2023 (31 %) was channelled to ensure good environmental quality and sustainable use of natural resources, to preserve biodiversity, to cushion Lithuania’s impact on climate change and to increase resilience to its impact.
A slightly lower percentage – 24 % of investment was allocated to improve transport energy and digital, internal and external connectivity, and 18 % of investment was channelled to transition towards a sustainable economic development based on scientific knowledge, smart technology, innovation and to increase the country’s international competitiveness.
The report presents proposals of the Ministry of Finance to other ministries concerned regarding the necessary steps to be taken to implement the projects in due time.
The 2021–2030 National Progress Plan (NPP) aims at identifying the key developments adhered in the country during the upcoming decade that will ensure progress in social, economic, environmental and security areas, as well as at mobilising financing sources for these developments.
