Fiscal governance implementation documents
This page contains the main fiscal governance implementation documents grouped by type. The chronological and thematic organisation of the documents is available here in Lithuanian.
Lithuania’s fiscal framework is implemented through the preparation and publication of the following documents:
- Resolution of the Seimas on Setting Net Expenditure Growth Limits that establishes binding medium-term budgetary planning guidelines for the current year and the following four years;
- Fiscal Structural Plan (FSP) – a strategic document setting out Lithuania’s fiscal policy commitments, including the expenditure growth limits set by the Seimas and information on the reforms and investments the Government plans to implement;
- Law on the Approval of the Budget of the Republic of Lithuania that sets out the state budget revenue and expenditure plan, prepared in accordance with the net expenditure growth limits established in the FSP;
- Draft Budgetary Plan (DBP) – a summary of information submitted to the European Commission consistent with the draft Law on the Approval of the Budget prepared by the Government and the draft budgets of other entities classified within the general government sector;
- Annual Progress Report (APR) that provides factual information on the compliance with fiscal discipline rules and the achievement of fiscal targets.
The preparation of the draft Law on the Approval of the Budget and the APR are subject to the comply-or-explain principle. Lithuania’s independent fiscal institution (IFI) assesses:
- ex ante – whether the draft Law on the Approval of the Budget has been prepared in compliance with the fiscal rules;
- ex post – whether the approved budget has been executed in compliance with the fiscal rules.
