Through projects implemented nearly EUR 1.5 billion of EU funds were invested in Lithuania last year
The European Union (EU) investment remains one of the most important sources of public investment: last year EUR 1.456 billion were disbursed to different private and public sector projects using EU structural funds and the plan “New Generation Lithuania” (NGL). This is the highest amount of EU investment disbursed per year in the last decade.
A total of EUR 510 million was disbursed under the Investment Programme (IP) for 2021-2027, EUR 817 million under the plan “Next Generation Lithuania” (NGL) and EUR 129 million under the Operational Programme for 2014-2020.
According to the project implementation plans under the Investment Programme (IP) for 2021-2027, with a total of almost EUR 6 billion of EU funds, last year calls for EUR 2.06 billion were launched, contracts for EUR 1.67 billion signed and EUR 510 million disbursed, representing 70% of the total funds planned for 2024.
In total, from 2021 to 2025, calls for EUR 4.52 billion (75%) of the EU funds allocated were launched within the framework of the IP programme, contracts for EUR 2.6 billion (44%) were signed, and EUR 728 million (12%) were paid out.
Last year can be called the year of the regional investment breakthrough. As for the total investment of EUR 1.62 billion planned under the IP for the development of Lithuanian regions, last year calls for regional projects were launched for as much as EUR 933 million of EU funds. The projects planned and presented last year will give a significant boost to regional development in the future.
Under the plan “New Generation Lithuania”, which has a total funding value of EUR 3.849 billion, funds are disbursed to Lithuania from the European Commission (EC) not for the project costs incurred, but for the milestones fulfilled. The plan consists of a total of 218 milestones covering two main areas: implementation of reforms and investment projects.
Most of the reforms (85%) were completed last year. In 2024, NGL calls totalled EUR 293 million and contracts totalling EUR 2.389 billion were signed under calls published last year and earlier. Disbursements amounted to EUR 817 million, or 77% of the funds foreseen for 2024.
It takes more time to complete investment projects, while the implementation of investments is fast: NGL calls for investment projects for a total of EUR 3.831 billion (almost 100%) were launched, contracts for EUR 3.582 billion (93 %) were signed and EUR 1.06 billion (28 %) were disbursed. In total, more than 700 projects are being implemented and 228 have already been completed.
Under the plan “New Generation Lithuania”, 66 milestones have been reported on to the European Commission, and three payment requests have been submitted, while a further 28 milestones have now been implemented and are to be reported on with other payment requests.
